HISD Recapture Forum

I was excited to co-host the HISD Funding the Future Forum at Thurgood Marshall School of Law. Voters living in HISD were tasked with considering whether the district should be paying its recapture obligation by purchasing attendance credits or through the recapture of commercial property.
